If the writers intended “no excessive capitalization or excessive grammatical errors”, then it should be changed to that. If the writers intended “no excessive capitalization and no grammatical errors”, then it should be changed to that. Both situations remove the ambiguity and prevent pedantic internet arguments about language interpretation.
