You can’t even say they NYC is over represented in media because that’s where it’s filmed. A lot of NYC sitcoms are filmed in LA. The reason is just urban narcissism. I’ve outright heard a new yorker say that NYC is the cultural center of America and even tried to credit NYC with popularizing pizza in the US.

If you want to gain independence, you have to fight the federal government’s monopoly on violence. At its core, that’s how all law is backed up. Two things you need to be a country. First, the ability to backup your independence with force. Second, the acknowledgement of the international community and their willingness to sign treaties with you.
